The average pension of women in Ukraine is 2,000 hryvnias lower than that of men
As of January 1, 2026, the average age pension in the solidarity system was about 5.5 thousand UAH for women compared to 7.5 thousand UAH for men. The gap in pension provision is associated with differences in income, interruptions in employment due to childcare or caring for relatives, and employment in lower-paid sectors.
One of the directions of pension reform is proposed to be the introduction of a guaranteed minimum level of pension provision.
What the minimum pension could become
In the proposals for the Budget Declaration, it was suggested to set the minimum pension at the level of:
6,500 UAH — in 2027;
8,000 UAH — in 2028;
10,000 UAH — in 2029.
The idea is primarily to strengthen the protection of people whose pensions are low due to low income or periods of paying minimum insurance contributions.
Ukraine wants to update the funded pension system
As the “Judicial and Legal Newspaper” wrote, the Verkhovna Rada wants to reform the voluntary funded pension system. In particular, it is proposed to introduce voluntary pension funds where citizens can form personal pension savings.
It is expected that funds in individual accounts will be invested, and savings will be able to be inherited.
To implement these changes, a package of three interrelated bills (15570, 15571, and 15572) has been submitted to the Verkhovna Rada. They are intended to regulate the activities of voluntary pension funds, their taxation features, and the termination of such funds as legal entities.
